    Default Risizing/Making Pics High Quality?

I was wondering if resizing pics like wallpaper size to PSP format reduces it quality. I know that making them larger does that, but I thought making them smaller doesn't make a difference.

I was trying to make this image: http://wallpapers.zxq.net/subcat/sea.../0/wallpaper/0

PSP compatible, but I don't like the quality. Is it the the converting, or is it the image itself. The here's my second question...Is there any software to increase quality of images?

Not trying to enlarge them. I want to make them higher quality when shrinking them.

guess Photoshop could do something with it, wouldn't know specifics though, any photo would lose some quality when compressed
found out theres a "resample" option when resizing pics in PhotoShop, guess you could try that

    Well, nevermind.

Found a different one that is the same scene she was in, but it's a close up. I'll take it.

But I'm still open to anybody that can still answer my question.

Gold: I don't have PS and don't plan on downloading it.

    Thanks.

But it's mostly by those that spam it. Also they need to put their names, so I can rep them back.

    Should be a rule.

Edit: I was downloading PS just for the kicks and when I was about to click on Utorrent to delete it, it finished. I won't probably use it, but I'll keep it cause I have LOADS of space.

GIMP is apparently not too bad, though I've never used it. If I'm doing a quick resize I generally use Irfanview myself, haven't really noticed a loss of quality but I don't have the best eye for graphics.

Generally it seems that bilinear cubic resizing, is ok for shrinking anything down to 25% of the original. If you want to go even lower you need something capable of fractal resizing, which apparently can give decent quality up to 1/32 of the original size, but you'll have to pirate or pay for it as I don't know of any freeware version.

Edit: try and get the fractal resizing plugin for PS if you can find it as I don't think it comes as standard.

I am a pretty little web butterfly flitting from one bloom of info to another.
