Sony doesn't need to. As has been revealed by some Homrbrew and an interview with the makers of Death Jr for PSP. The clockspeed is set by developers. It is the game's choice to use 222/266/333 Mhz. The higher the hertz the less battery time you get which in turn means aggrivating your customers who have purchased your game. If you can make the game run smooth at 222mhz, then you stick to 222mhz to keep the battery above 4hours.

When higher capacity batteries become standard in PSP, the games will get more technologically advanced, and will use the higher clock speed.
