Default battery power readings are wrong

i have a new battery for my psp (not Pandora, and not original). and when i charge it to 100%. it drops to 80 or something then rises up agian without charging it. also, the red button when charging turns green, or shuts off (when psp is off), is my psp fully charged? or it's the same as the battery reading levels being wrong. and my battery is new, i got it yesterday. my main problem is not knowing if my battery is full or not.

What battery did you get? If it's a cheap rip-off, that will happen.
