    Default Sony UMD Tools

Is Sony UMD Tools still required to make a .pmf file? Or is there an easier way now? I'm talking about the file for ICON1.PMF for my eboot for the app I'm making. And is it still 'illegal' to download?

After some research, I think so:
With these applications you can create both PMF Files, and MPS (UMD Video) files, but as most of the release notes and readme's are in Japanese, you probably haven't got a chance making a UMD for yourself. The files all come packaged with PDF files that act as the readme files with instructions on how to use each of the applications.
    Souce? Some random pirating site.

I'm not sure if there is alternatives though.

And is it still 'illegal' to download?
    Yes it is.

Not necessarily. You can use UMD Tools to create the gameboots, icons, etc. to an UMD game or movie. There's some other stuff you can do with it as well.
