Need A Simple .mp3 to .toc Converter!!!

I have been all over the web and this site trying to find a program to convert the songs on my HD/PSP to .toc format. Some lead in circles or want me to do like 50 different things(can't just make a converter). Can't figure out why its this hard to find a converter. If anyone knows where to find one please give me the link, going nuts here! Thanks.

P.S. - And don't tell me about the Rockstar games one. Thats why I was looking for a Converter other then that one. I don't buy CD's.

Use Exact Audio Copy. It will convert your mp3's to a .toc file
