She got it at gamestop used. Does gamestop change all the motherboards in their used psps or was this just bad luck? Is there a way for me to check the motherboard even without hacking it? The L button works, by the way.

The only way I know of to check the motherboard without hacking the PSP is to take the PSP apart and look at the model number printed on the motherboard. If you see something like TA-088 with a 3 circled, it's been changed.
And no, gamestop doesn't usually change the motherboards.
