i have both the phat and the go, and i gotta be honest...
I've loved and cherished my 1000 for 3 years at least, but ever since GO specific cfw broke out... i haven't touched my phat psp once, other then to test stuff that i wouldn't want to damage the go with.
I highly recommend the go, don't be shy, it has 16GB built in, which is perfect for us modders. The bluetooth support is marvelous. Also, nothing beats the attention playing a GO in public nets you. It's always cute when people come up to me and go "hey is that one of those NEW psp's?!? WOW YOU'RE PLAYING MARIO!!!!" lol...
anyways...
yeah the go is imo what you want, i ripped all my UMD's from my phat days and they all play just fine. Honestly i don't really know a thing about all this "patching" crap. I just slap a UMD in my phat, rip it, rename it, transfer it to my go and BAM! Never had a hiccup yet.
as far as technicalities are concerned, When they say it's not "fully hackable" it means that you aren't really installing a CFW that replaces the OFW. If you cold boot (turn on from full power off) it will ALWAYS start in OFW mode (if you are like me, you never turn OFF your psp, you only sleep it with the 'slide display closed' feature and your PSP will always start in CFW mode). You then run the CFW from the game menu, the psp will reset, and boom, you are in. if you have 6.35 you will be using PROHEN, but if you are lucky enough to have 6.2 you can use my personal favorite, TN_C. Either way you will be playing all your backed up umd's no problem. (at least imo...)
As far as the region thing is concerned... not sure if PROHEN supports different regions as there is no VSH menu built in (you must install VSH lite separate if you want one), but TN_C definitely has a snazzy and much larger VSH menu with all the bells and whistles including region support.
Don't forget, a downgrader for PRO HEN 6.35 was just released so you can roll back to 6.2 and then run TN_C.
