Yeah, you'll have to get those tools from elsewhere, it easy enough to find and is only small files.
You dont have to use tmpgenc, I just used if for the tutorial cause its my favourite editor. You can use any video editor that will output to uncompressed AVI.

TMPGenc 4 Express is great and supports many more video formats than tmpegenc3X, including FLV and AVI/XVID and MP3.
